This role sits in the Chief Scientist Directorate (CSD) Science and Evidence Programme Team (SEPT) which provides leadership and delivery of our cross-cutting Science and Evidence Programme; leadership of CSD governance including resource and financial planning; specialist expertise on horizon scanning; technical capability; scientific communication and publishing plus project management support for a range of CSD led projects.

We have begun an ambitious and exciting programme of activity to implement our Science, Evidence & Evaluation (SEE) Strategy. This role is to support the delivery of the Capability workstream, reviewing the skills the organisation needs for the future, developing a technical learning hub and building clearer career pathways within Natural England. We are looking for an individual with networking skills and expertise in scientific and technical capability to analyse, coordinate, oversee and implement a programme to deliver the SEE capability workstream across the organisation.

You will work collaboratively with the SEE capability Principal Adviser, with support from the Lead Adviser for Capability, as well as engaging with colleagues across the business.

Key Tasks And Principal Accountabilities

  • Providing scientific/technical capability expertise and advice across the organisation to drive the successful delivery of the Science Evidence and Evaluation Strategy capability workstream.
  • Collaborate with national technical capability leads to identify short, medium and long-term scientific development needs across the organisation.
  • The development of a year-on-year science capability programme in collaboration with cross organisation capability groups
  • Develop approaches to monitor and evaluate the outcomes of the technical/specialist training we provide to determine how effectively learning has been transferred to staff.
  • Contribute to the annual business planning activities and contribute to the in year reporting schedule
  • Work with the CSD comms team to agree and execute an engagement and communication plan to ensure all staff understand our vision to transform science capability
  • Create, lead and maintain suitable internal networks to build “in-house” learning & development capability.
  • Liaise with suitable suppliers to develop new programmes to support business needs and oversee procurement for all L&D interventions
  • Provide functional management and guidance to the Lead Adviser – capability
  • Build a collaborative network within CSD and across Natural England to identify and collate annual technical/specialist training requirements
  • Be fully conversant with the skills framework and oversee a refresh of the environmental skills framework.
  • Develop accreditation and standards for science and technical skills.
  • The successful candidate will either hold a CIPD qualification in Learning and Development or have equivalent experience.

Locations

Natural England is adopting hybrid working – which means that our staff will work from a flexible range of locations, encompassing home, offices (ours and our partners) and relevant sites. All new staff will be formally linked to one of our 25 offices across England and the expectation is that all new staff will be able to access their local office to be part of the community of staff in their geographic area. Staff members are required to carry out all their duties working in this way and cannot do so from an overseas location at any time. Travel expenses will be paid if work related travel is required but does not apply to travel between home and your associated office.

National team roles can be linked with any Natural England office while Area Team roles will be linked with an office in the relevant geographic area.
